About Preston Meadow North (Phase 1) Home Owners Association

The primary objective of PMNHOA is to make Preston Meadow North Phase 1 an ideal place to live. The association does this by:

  • Maintaining the communal areas
  • Organizing events & competitions to foster community spirit & care
  • Petitioning the city/county to carry out maintenance work in the area
  • Publishing a regular newsletter to keep residents informed of issues that affect our community
  • Publish a directory to help community members connect

Membership of PMNHOA is voluntary. However we are very pleased that we have always had a relatively high membership meaning we have sufficient funding to carry out the tasks outlined above.

History

In 1992 Drees Custom Homes built the first model homes on Rock Springs Drive. While construction continued over the next several years, Drees also maintained our common areas and perimeters. When the last lot was sold in 1997, Drees had to turn the subdivision over to either the City of Plano or a Homeowner’s Association. The city would have removed the trees, shrubs, and flowers, and just mow, “occasionally.” Clearly this was not the look residents wanted to preserve our property values. A group of concerned homeowners took a poll, and it was voted to begin the process of starting a voluntary HOA.

“It was never the intent of our HOA to change your covenants in any way but simply to keep our subdivision as re-sellable and attractive as possible” said one of the three original board members that still live in Preston Meadow North – Phase I today.

This remains the focus of the board today. The original volunteers were called block captains until the first formal PMNHOA meeting was held and seven board members were elected.

There was much to do in the beginning. The new board and other residents gathered bids and estimates so that a budget could be determined. Membership dues have changed several times over the years as a reflection of the level of participation in the HOA, which has ranged from as high as 85% of the 116 homes and as low as 73%.
